Atlanta Housing Moves Ahead With Mixed-Use Projects in Multiple Neighborhoods

Projects taking shape in Atlanta neighborhoods
Herndon Square, the redevelopment of the former Herndon Homes site, will include a health and wellness center plus S.T.E.A.M. programming once all phases finish. Englewood Manor on its 30.4-acre Chosewood site will add a stormwater pond, public trails and greenspace that links to Chosewood Park and the Atlanta BeltLine. Civic Center redevelopment keeps the historic auditorium as a performing arts venue while adding housing and retail. West Highlands already opened Herman E. Perry Park alongside completed rental and for-sale homes.
Numbers drawn directly from Atlanta Housing’s development records show the scale. Herndon Square targets roughly 713 total units, including 584 rentals with 40 percent reserved for households below 80 percent area median income, 97 senior units and 32 homeownership homes, at an overall cost near $200 million. Civic Center carries an estimated total development cost above $300 million. Englewood Manor plans 828 rental units with about half affordable up to 80 percent AMI plus 80 for-sale units with at least 20 percent affordable. London Townhomes converted 200 cooperative units to 90 percent affordable housing at a cost of $38,566,778. Choice Neighborhoods received a $30 million HUD implementation grant plus $400 million in leverage commitments for 588 units at Scholars Landing. West Highlands delivered 568 multi-family rentals with 310 affordable plus 132 senior units and 442 closed for-sale homes out of 876 planned.
Key decisions still ahead
With Phase II at Herndon Square due for spring 2026 completion, Atlanta Housing and its partners must decide on grocery-store leasing and final community-center programming. Englewood Manor teams will finish the last multifamily building by December 2025 and then turn to retail and trail connections. Civic Center stakeholders need to settle on the mix of residential and commercial space while preserving the auditorium. These steps will determine when new residents move in and how the surrounding blocks gain daily services.
